Weighlocks like this one at Rochester were already busy collecting tolls in the completed sections of the Original Erie, even as work pressed on elsewhere.  The revenues from tolls were high enough to make New York State's canal construction bonds - which were considered speculative investments only a few years before - instead an investment of safe refuge in America's troubled economy during the Depression of 1819.
